About University Procurement

The University of Toronto is a large, decentralized institution with diverse purchasing needs. Our job is to keep procurement fair, open, transparent, and accountable.

What we do

Procurement Services supports the University’s teaching, research, and campus operations across three campuses. Our purchasing spans everyday goods and services, complex research equipment, construction, consulting, and information technology — and every purchase is made through a process designed to be fair, open, transparent, and aligned with public-sector obligations.

Supplier access, transparency & fairness

Qualified suppliers get open, fair, equal access to opportunities, processes, and results.

Procurement planning

Needs and methods are planned up front — never structured to avoid the Policy’s obligations.

Conflict of interest

Actual, potential, or perceived conflicts must be avoided and disclosed throughout the process.

Accountability

The University is accountable for the results of its decisions and the fairness of its processes.

Sustainability

Planning and activity promote social, environmental, and financial sustainability.

How the University is organized

Contracting authority is delegated

We’re a multi-campus institution with distinct divisions and portfolios. Common principles apply everywhere, but the authority to enter contracts sits with designated Contracting Authorities, according to the type and value of the purchase.

Below $121,200

Handled locally through informal or invitational processes, with quote requirements that step up by value.

$121,200 or more

Run as open competitions by the responsible Contracting Authority, posted publicly on MERX or Biddingo.

Held to a code of ethics

As a Broader Public Sector organization, the University has adopted the Ontario BPS Supply Chain Code of Ethics. It applies to everyone involved in procurement — University staff and suppliers alike — and sets the standard for integrity, accountability, transparency, and best value for public money.
